Arizona Lost Half Its Food Stamp Recipients.

Arizona lost 51 percent of its SNAP recipients in eight months - a collapse far larger than the national decline. The state’s hunger problem did not suddenly disappear. Its enrollment system buckled under new rules, staffing shortages, and an administrative load it was not prepared to absorb.

The result is a warning for every state implementing the same federal changes: a policy cut can become much deeper when the system delivering benefits is already strained.

Why Arizona Fell So Much Faster

CBPP attributed Arizona’s disproportionate drop to pre-existing conditions in the state’s benefits administration: understaffing, a call center already running above capacity, and processing delays that existed before the new federal rules added volume. When the law took effect, Arizona’s system could not absorb the additional eligibility checks, work requirement documentation, and re-enrollment processing.

Joseph Llobrera, senior director of research on the food assistance team at CBPP, told CNBC that Arizona’s capacity problems were a contributing factor. “Arizona already faced issues with food benefits, including understaffing, that contribute to the higher coverage loss rate it’s seeing now.” Louisiana lost 20 percent. Tennessee lost nearly 16 percent. Virginia dropped close to 15 percent. California Food Banks reported serving 6 million people per month - more than at the COVID pandemic’s peak.

The Administrative Failure Behind the Numbers

CBPP published its state-level data using USDA figures and open records requests from Georgia, with Arizona’s 51 percent figure drawn from state program data CBPP obtained directly. The analysis appears in the SNAP Tracker, updated through June 2026. CNBC reported on the Arizona-specific findings on May 30, 2026. Nationally, SNAP participation dropped in every state, including by 5 percent or more in 42 states. Unemployment remained flat at roughly 4 percent throughout, making economic improvement an unlikely explanation for the decline.

What Food Banks Saw Next

Full enforcement of the expanded work requirements began June 1, 2026. CBPP says it expects declines to continue as additional cases work through the new documentation and verification requirements. Arizona has not announced plans to address the administrative capacity problems CBPP identified as a driver of its outsized decline.
