Both Chambers Rebuke Trump on Iran War - and Congress Is Pressing for Compliance

Updated Jun 29, 2026
The Senate voted 50-48 on June 23 to direct President Trump to end U.S. military hostilities with Iran - completing a bipartisan rebuke that both chambers have now formally delivered. Trump called it ‘poorly timed and meaningless’ and moved on.
What You Should Know
The House passed the same measure on June 3 by 215-208, with four Republicans crossing the aisle. The Senate followed three weeks later with four Republican defectors: Rand Paul, Susan Collins, Lisa Murkowski, and Bill Cassidy. Democratic Sen. John Fetterman voted against it.
The measure is a concurrent resolution under the War Powers Resolution of 1973, which means it does not require the president’s signature. But the 1973 law states the president must comply when Congress directs removal of forces by concurrent resolution - a legal obligation the administration has refused to acknowledge.
The Pressure Point
Trump never sought congressional authorization before launching Operation Epic Fury on February 28. On Tuesday night he posted on Truth Social calling the four Republican supporters ‘losers’ and saying Iran had asked his negotiators what the vote meant. The administration argued the resolution was non-binding and that the War Powers Resolution is itself unconstitutional.
The Pentagon, State Department, and USAID inspectors general launched a joint review in June, citing their legal mandate to examine operations exceeding 60 days - a formal statement that the war lasted longer than the administration acknowledged.
The Receipts
The House vote was 215-208. The Senate vote was 50-48. Both are official congressional records. The joint IG review announcement cited the statutory 60-day mandate explicitly. This was the 10th Senate vote on an Iran war powers measure since the conflict began.
What Happens Next
Rep. Gregory Meeks said he will ‘explore all legal avenues’ to enforce compliance. Senate Majority Leader Thune said Congress will have ‘some sort of vote’ if Trump reaches a final Iran deal. The next flash point is whether any peace agreement triggers congressional notification requirements.
